whats up with the webcam? The past few times I've tried to check it out it hasn't been working

I've had to turn off the streaming camera and just leave up the photo one. It chewed up my 40GB of upload quota thus I've been shaped. The camera won't run at the shaped speed. Our next billing cycle isn't until the 27th or so of this month.
